Guys, everything that happens in one province will eventually happen in ALL provinces. They just space out the timing to make it look like it isn't a pre-set agenda. These are top-down UN orders. The Belarus president blew the whistle on this, saying that there was predetermined demands in order for his country to get 1 billion dollars in "covid stimulus".

For example, there isn't one province in Canada that hasn't mandated masks, despite minuscule numbers in the smaller provinces.
