I was confused in the headline but reading your quote here that I'm replying to it looks like the 42 days thing is the amount of time they will need to immunize enough of population to have some sort of "herd immunity". I suspect that's what this means but translation and all.

I had some friends in Russia (we just lost touch over the years), many of the young people (he'd be early 40s now) middle class types are non drinkers. Its not cool to drink in that crowd. But they DO (or did) have people selling shots of vodka on the streets like we had the Shopsy's sausage men with their bbq carts in Turanna
