Toronto Public Health tweeted that they are counting deaths of people that die for reasons unrelated to Covid: https://twitter.com/TOPublicHealth/status/1275888390060285967

And although this story is out of Florida, they appear to be following the same standard: https://streamable.com/x4c6yl

So now when they say the virus is extremely deadly, those numbers are based on how many tests have come back positive VS how many people have died from it. Given the accuracy of the testing and the way they're counting the deaths, the results would explain the image OP posted.
