It's mostly the faults of colleges and universities. They have created programs to ship them here for education. The government subsidizes schooling for Canadian students, so the cost of those students is lower. International students on the other hand, are not subsidized. This allows the colleges and universities to charge more for international students, upwards of 3x as much. It then turns into a pathway to citizenship for these international students, who then bring their families here.
