Had an Indian coworker whose husband is a chef tell me this:

Indian restaurant owners pay their chefs half the salary in cash, that way they can withhold and delay paychecks whenever they want and pay when they feel it is convenient to. On the other side of this, the chefs get to report only half their salary as income so they can be put on a lower tax bracket. This is just a tip of the iceberg for the kind of racket they're all running, I'm sure there are way more stuff out there that we haven't heard of.
