Are you suggesting they just sat there with a stick up their ass doing nothing for hours with all the mail in ballots available to be counted while waiting hours for in person ballots to be cast and available for counting? And then at the end of the day after counting all in person ballots they finally got around to counting mail in ballots that have been there ready to be counted since 7 am? Sure, that seems likely.
