ADP is based on data from companies using their software.
Stats can is based on civil servants calling people and asking if they are working or looking for work. You’re not considered unemployed if you’re not actively looking for work. And this is assuming the stats Canada people are actually doing their job. I was selected for the labour force survey in 2014. The deal was the guy would call me every month for 6 months and ask me what’s up, am I working, not working, looking, ect. He called me twice then I never heard from him again.
