The problem with these adaptive measures is they tend to completely miss why people engaged in these activities to begin with. No one pays $30 dollars to go to a restaurant because the food is that much better than what they can make at home. People are going because they want the communal atmosphere or the feeling that they had an outing that day. These things can't be replicated by take-out or frozen meals even if you could ensure the same quality.
Of course any business that has been shut down by the government should do what it can to survive but there's just isn't the market to keep all of these places alive if they can't do dine-in service.
