Politicians shouldn’t be allowed near any sort of procurement process. Their committee asks the navy what they need, then tack on a bunch of useless demands and it becomes an engineering nightmare, and then the next 5 years are spent going back and forth between the committee and the engineers about what is actually possible to build. Then the navy says “wait this isn’t what we wanted” and the cycle begins anew.
