You don’t even get to a s.1 analysis. The right to cross provincial borders is limited to moving or working. Not visiting, tourism or shopping. Here is the relevant text:
(2) Every citizen of Canada and every person who has the status of a permanent resident of Canada has the right:
a. to move to and take up residence in any province; and
b. to pursue the gaining of a livelihood in any province.
So unless a province keeps you out when you want to move or work you have no mobility rights.
The problem is Toronto, it's always fucking Toronto. The entire country would be better off if we permanently cordonned off the entire GTA. All supplies and deliveries are dropped off at the edge of the cordon, and nobody leaves.
