The charter only protects you if you don’t get a lefty judge who is scared to go outdoors. Judgements to date dealing with charter rights under covid haven’t been very supportive of the charter. But yes, walk out and challenge it. Make the government argue that someone that tested negative before flying is a bigger risk than someone driving across the border. That an air traveler is more dangerous than a regular person that tests positive and is simply told to stay home. Where I see a potential issue is courts supporting the government narrative that variants are bad and can only be imported by air travelers.
