I agree that the manufacturers definitely wouldn't recommend this because that would be giving away money. The government has been talking about doing it anyway though, and then stuff like this happens "accidentally" (with one of the oldest, frailest people in the country no less) so they can point to it later and say "look, see, it's safe to mix them".
