The corruption isn't actually in the public service, it's in the cabinet and mainly the Prime Minister's Office. That's what O'Toole is targeting here.

Trudeau keeps being corrupt because his supporters being the scum of the earth don't mind him doing it and will keep voting for him anyway, and because the penalty for getting caught is a $500 fine.

The idea here is impose real penalties that will actually deter people like Trudeau from committing crimes of corruption.
