Most people who test positive for the coronavirus don't go get tested again after their 14 days are up since there's no point in doing so if you're not sick anymore. In Quebec's old rules, you had to go get tested again in order to count as "recovered". So the active cases were inflated there. Now Quebec considers you recovered if it's been 14 days since you got swabbed positive if you are not hospitalized/dead.
Oversights like this aren't a mistake, this was done on purpose to fuel fear in order for government to seize more power. This whole pandemic has been an absolute joke.
