You're actually missing the point of that move.
In 1933 Germany the police were seen as being entirely under the control of the Wiemar Republic after 5 insane elections in 3 years (if I were to have placed a bet, I would have guessed that Germany would have gone full commie.)
There was certainly unrest during that period and the police forces were seen as behaving in-line with the local politics.
By defunding and eliminating the police Hitler was able to rapidly establish order for a people who desperately craved order above all else.
The problem, (or the benefit as anyone who has watched the riots might think) is that the Brownshirts were a collection of fucking lunatics and thugs, as is generally the case with any nascent political movement.
They were vicious, but the citizens of Germany didn't even care so long as it meant stability.
The Brownshirts brought it as well.
Let me put it this way. Wilhelm Reich was a lunatic, and a piece of shit, and the only man to have his research notes be ordered to be burned in two countries, and a proud horse-rapist but he did hit the nail on the head when he said that when people are in serious trouble, they revert to age 3 and are desperate for Daddy to violently dispatch with whatever is scaring them, no questions asked so long as the threat is eliminated.
Also, by 1933 Hitler's rise was all but guaranteed. 5 elections in 3 years.
Replacing a leftist police force with a vicious band of lunatic thugs was the kind of shit that Chamberlain and Mackenzie-King were so impressed with that they were so in favour of appeasement (Mackenzie-King far more than Chamberlain because he missed Pat. Which I can totally understand.)
History is a complex beast.
