The RCMP just took a massive hit to their public confidence and that mass shooting investigation will most likely be far more damaging to them than the Toronto 18.
Trudeau is running scared right now, he's just had a billion dollars worth of scandals over the past month and they are so blatant and so galling that the RCMP really doesn't have any other option than to act.
There's nothing in Canadian history like the WE scandal, the entire thing beggars belief and no matter how much Trudeau influences the agency, at some point they need to act for the sake of the credibility of the institution.
The RCMP has to investigate at this point.
I understand your skepticism because the SNC-Lavalin scandal was also historically bad.
The thing about SNC-Lavalin though, was that they were entirely able to keep the focus off what had actually happened. Particularly the entire "pimping Canadian women to the son of a foreign dictator angle" which was the truly outrageous part and something that even the most right-wing press in the country gave no attention because they were so captivated by the idea that Trudeau had fired the first Indigenous woman Minister of Justice due to her inexplicably having a conscience, for the first time in her life.
The simple truth of the Podesta/Butts model is that by promoting people to a postion that is beyond their ability, you create someone who is loyal to you and you alone.
Hadju, McKenna, Freeland, Bains, Bibeau, Joly, Qualtrough, Gould, Ng, Tassi, Guilbeault, O'Regan and Monsef (especially Monsef) are great examples of this ideology. None of them are qualified for their positions, every single one of them owes their entire career to Trudeau and their star rises and falls with his. You don't need leverage against such people, they follow and stay in line out of an acute sense of their own incompetence.
Lucki knows that she's in her position because Justin Trudeau wanted a woman to root out causes of gender equality and systemic racism in the RCMP, that makes her loyal but there's a point when she has to realize that if she doesn't investigate such an outrage as the WE scandal then her career goes down along with Trudeau's.
Incompetents held by strength are only held by strength and Trudeau isn't looking too strong these days.

After you and Ham's excellent breakdown, there's little I can add, other than I hope it happens, after they get finished daydreaming about musing about casually contemplating about looking into investigating.
As much as I utterly loath protests, this is one of those times I can't help but daydream myself, of tens of thousands of sane Canadians showing up silently and peacefully with pitchforks.
