I work at CANARIE.
Any bored chump working for your ISP can scavenge through your traffic, with Deep Packet Inspection, just for fun. Logs are never deleted. You are all doxxable.
Use Tor.

Former SysAdmin....what he said. It's rare only because we truly don't give a shit and we are far to busy.
VPN is fine. DPI can't inspect VPN traffic at any level of scale that ISPs require.
Now whether you can trust the VPN provider is another question.
A VPN shifts the burden of trust from ISP to the VPN provider. TOR shifts it to exit nodes.
You have no control of your provider's practices with your data regardless of what is advertised. They may have a gateway with DPI.
It all comes down to not linking your personal info and pseudonyms to 1 IP.
A vpn is fine, it helped me play WoW back in the day.
The days of DPI are numbered.
TLS 1.3 will support encrypted SNI's, and DNS over HTTPS is gaining traction.
Mind sharing the best possible way to use TOR, or if there are certain VPN's that are better than others?
