Under leftist logic, shouldn't that mean it's good to have even more usage?

It's like the environmental disposal tax on electronics since it assumes I'll dispose of them improperly . Since i paid the tax to buy electronics, it means I'm free and clear to litter them anywhere.

This has always been the plan. Their initial models showed that the carbon tax wasn't even remotely high enough to have the desired effect and would have to be raised multiple times higher than the initial value.
