Trudeau suspended parliament a few weeks ago (to save himself from being investigated) and now it is reconvening with a speech entailing what the government's "plan for the future" is, the parliament will then vote on whether they approve of it or not
It's basically Canada's version of the state of the union address.
Except after the speech is over, parliament votes on whether to approve or disapprove of the speech and if they vote it down, it brings down the government and calls an election.

Basically everything the left in America accuse Trump of doing is what Trudeau can and has legally done to keep him free from prosecution.
