In her case, it sounds as if she owns a business and her husband works. I think that the CRA could really squeeze them for some cash. They'll probably have to pay it in installments with interest added.
It would be in interesting to see if anybody sues of the government for putting out misleading information. Of course, most people with financial clout aren't getting CERB or EI.
But, as you say, the scumbags win and the regular joes that got suckered have to pay.
