Under certain conditions, a considerably high percentage of humans would become murderers, assailants, rapists, thieves. That's why you live in Canada and not Russia with a bunch of low-inhibition Russian gangster thugs who don't give any fucks. I would have used El Salvador as an example but then you'd bring up race most likely. Portland and to a lesser extent Seattle are fairly white. And look at how much white crime there is there. White people are more likely to kill themselves or overdose on drugs when they lose the game of musical chairs than black and brown people. But you're starting to see a lot of white lumpens turn violent in Portland, Seattle, Vancouver, etc. You have too much faith in humanity if you think the losers of late-stage capitalism are just going to go away quietly killing themselves instead of turning the knife or gun on you. High levels of poverty if not income inequality leads to a low-trust society.

If I'm a homeless white guy with mental issues and/or low IQ with no hope of digging out of a hole, what incentive do I have to not culturally enrich you in the parking lot with a lead pipe and steal your wallet? You have a lot to lose. The homeless man has nothing to lose. Do you want to live your life in fear of being culturally enriched at a moment's notice like you were a RPG character walking around in a game with random encounters? Society has to tackle the socio-economic conditions that lead to crime.
