Not really, they are Brittonic Celts like the people in Cornwall and Brittany in northwest France. Scots are Pict/Gaelic Celts. Celts and Germanic people like Saxons and Frieslanders are all related culturally however there are some differences with the different tribes.

I am going through a bit of a kick where I'm researching my roots (born in England and have Saxon, Welsh, Scots, German and Danish/Viking ancestory).
