In Canada, we already have extensive welfare services (I'm conservative, but strongly in favour of welfare for the poor), and we spend most of our budget on education, and there are still racial conflicts. It appears that becoming welfare state isn't going to prevent us from becoming Brazil, it only just increases the level of entitlements. But whatever, we're never going to have this discussion as a country because we're in denial.
