"They are looking to win votes from Liberal minded people in Ontario and Quebec"
I mean, that's how it goes every election. Without those votes, Conservatives would never win an election. The party that wins over the centre wins power in this country. Anyone who understands Canadian politics knows that conservatives, who are generally outnumbered 2 to 1 by Liberals in this country, have to court the centre if they ever want to win an election. It's just basic math. Only people who are just now thinking about Canadian politics for the first time need this explained to them.
The problem is that the CPC's last two "leaders" (O'toole and Scheer) have been completely out of touch with the modern right meaning they don't know what or where the centre is, which has them just blatantly groveling to the Liberals on every issue and essentially trying to out-liberal the Liberals which never works. Yes you have to pick your battles, there are some issues that aren't worth taking the Liberal's bait on, but there are other lines you shouldn't cross, because if you do it'll be interpreted as weakness. Firing Sloan was one of those lines, and revealed how out of touch O'Toole was with a large segment of his base.
