There's a number of reasons why people might do this.

At the low level, someone might make a dozen accounts just so they can downvote the hell out of someone they hate.

At a higher level, like the 200k account level, someone might do that so they can upvote themselves to the top of the front page. Maybe for glory. Maybe because they're advertising something they want to sell, and this way they can click it up to the top of the front page. Or they could be using them to downvote certain news stories so fewer people see it.

At the 200k account level it's not a manual process. You'll pay a click farm to do that for you. It's not expensive. Someone probably contacted a click farm and told them they wanted clicks on on the .win network, so the farm signed up a bunch of accounts to provide those clicks, and clicks for future customers who want clicks on .win forums. And the click farm will use a program to set all those accounts up. They won't do it manually.

We're pretty certain a large percentage of r/OnGuardForthee's (that's the sub that was created to oppose metacanada) subscribers are clickfarm accounts, because we know the head mod was into that kind of chicanery (confessed to purchasing reddit accounts in the past), and the voting patterns are consistent with that. He considered his subreddit subscribers "friends" and wanted to show the metacanada mods how many more "friends" he had than us, because he was mad we wouldn't be "friends" with him (it's all very sad and disturbing).

So, the reasons why range from commercial advertising/economic gain to downright mental illness.
