I would have said Saskatchewan until a few weeks ago and they have gone soft this winter so they will be second place behind Alberta.
It's Alberta where pastors get arrested and restaurant were closed. Here in Sask we never went into a full second lockdown. Churches, restaurants, gyms, schools. Everything open besides bingo halls.
