Yes, I agree with all your points. Our competitiveness is definitely lacking but our capability to be highly competitive is there.

I can't speak to Seaspan, only Halifax.

• The Halifax yard required the site to operate under 1 union to avoid a lot of garbage.

• They have had issues related to the American Management company in control of the design but that appears to have worked itself out.

• Just as the Halifax yard was getting moving at a really good pace covid hit and resulted in a short shutdown, then a limited workforce and recently an outbreak. Covid is now strangling them from increasing production at the moment both by direct and indirect factors.

• There were also huge legal costs incurred when an attempt to add Davies Shipyard to the mix was made and some planning upset.

The Halifax site is a stunning acheivment for the facility itself. Canada's overall failure is that we lack competent government oversight to ensure expectations are met in a timely and cost efficient way. It would also be a plus if we had a government who actually believed in National Defense.
