One would think the lockdowns and mask mandates would have at least some consistently positive measurable effect, but yeah, they don't, which is a bit confusing.
I'm guessing it ties back to a few factors. Perhaps something about the manner in which the virus spreads, the ineffectiveness of masks (perhaps partially from improper use), and, maybe there's something about human nature (mandated restrictions or not, people are going to weigh risks and try to live their lives).
Whatever the case might be, just like socialism, lockdown tyranny isn't effective. Wish the "follow the science" crowd would catch on.
