This begs the question, would ~70% of Canadians consent to this, willingly? Or will pressure need to be applied, like Alberta is currently doing with these criteria for lifting restrictions?

Trudeau seems to think there will be a need for that many vaccines (provided he's being honest about the number & timeline).
