Here's the problem: Our intra-parliamentary enforcement system of reprimands, censures and token fines was always dependent on the fact that the participants were all grown adults with gentlemanly tendencies who would honour the system just because it was proper. The whistle would be blown on them via a reprimand or a censuring, and they'd say "Very well, I yield". The fines were token quantities because the real penalty was the public humiliation of being caught doing something untoward.

But now we have children in those positions. Children who've figured out that they can just ignore the whistle when blown, like a spoiled brat who's figured out that mom is never actually going to spank him, so he might as well just ignore the scolding and do whatever he wants from now on. That's where we're at right now. It was only a matter of time before that "gentleman's agreement" style of enforcement would be taken advantage of by people of low character who managed to sliter into office.

Because of Justin Trudeau and the imbeciles who put him in office, we now need a substantive punishment system for lawmaker infractions. I.E. we have to actually deliver the spanking because we're not governed by adults anymore, we're governed by children. That's a bad look. A government is much more respectable when merely getting caught and exposed was enough enforcement for lawmakers who step over the line. Like the next government is actually going to have to implement 3rd-world style anti-corruption enforcement measures, because of the Trudeau Liberals. Think about that.
