Really, O'Toole failed because of the gun lobby - O'Toole had already forced the CPC to abandon 95% of its conservative values and principles already. That last 5% was gun ownership rights (and internet censorship bill). The gun rights allowed Trudeau and the media to club O'Toole over the head with it for two straight weeks. It allowed Trudeau to remind Canada that even though O'Toole may be liberal on everything else, he is still conservative on guns.
Just look at the polls:

A 15 point swing when PPC only rose 3 points.
He should have just went full leftist - told the gun lobby to fuck off - and beat Trudeau on anti-Trudeau sentiment alone, even if that meant PPC rose to ~10-15% and won a handful of seats. Maybe the gun lobby should be supporting the PPC instead and have a conservative voting block with a handful of seats that would prop up minority CPC governments.
