In military strategy, it's never advisable to make the enemy think he has no way out. Because if he thinks fleeing (or surrendering) is futile, he'll dig in and fight to the death like a cornered animal.

You ALWAYS leave a door open for your opponent to flee, and then you set up a trap outside that door to obliterate him when he uses it. But you do NOT let him know there's a trap, because if he does he won't exercise that option.

What this idiot just did there is he told the protestors there's no point in them complying now because they're fucked whether they stay or leave. So they might as well just dig in because they've got nothing to lose by staying and no incentive to leave. This guy is undermining his own mission to try and clear the area of protestors. If there was a shred of common sense in local government, he'd be fired for that.
