I think you may be confused. Oil is a global commodity but refiners out East can choose where they source product from. It is expensive to get it transported from Alberta since we don't have a direct pipeline. They often rely on cheaper alternatives such as tankers of Saudi crude or that from US pipelines. Building more pipelines would make it easier for them to source domestic crude, making us "more self-sufficient" as the tweet says. Hope that helps, never too late to join Team Mad Max!
