In statistics it is called an outlier.

What's called an outlier? Frequent shootings? That's not an outlier, that's a trend. You can't measure shootings by number per year and call it an "outlier" if this year's number is higher than usual. You have a high frequency of shootings happening consistently over time right now. Again, that's a trend. That's the opposite of an outlier.

Even if it were legitimate to use the "total shootings per calendar year" as a singe data point, you don't get to call this year's data point an outlier until a) the year is over and b) you've seen if the next couple of years are different. Until you've seen the next few years, how will you know if this year wasn't the beginning of a sharp increase?
