The major cities in question(like NY, Philly, Chicago) didn't use it for insect control. While cities like Jacksonville, Tampa, Huston did, but had no polio outbreaks only localized instances. Those three southern cities used DDT extensively to control mosquito populations, which carried a variety of diseases but mostly because of malaria.

If you didn't, it's becaues NY, Philly, Chicago, Jacksonville, Tampa and Huston dumped human waste(the primary vector), directly into outflowing water. But NY, Philly and Chicago drew water from the same contaminated source, while Jacksonville, Tampa and Huston didn't.
