It should take unanimous electoral consent to admit so much as one new immigrant to Canada. By which I mean, if the government wants to admit an individual immigrant, they should have to run a national referendum and win 100.0% of the vote before proceeding. This needs to be done for every individual immigrant on an individual basis so people know who they're voting to admit or reject.

When you live with roommates, you don't bring in a new roommate unless everyone's ok with it. The government has no moral right whatsoever to bring in new people without the consent of every last person already living here. Every single existing Canadian should have veto power.
