Indigenous people could try breaking off from the Liberals and form their own political party. But there aren't enough indigenous ridings to form a majority. They will always be in a position where they have to negotiate with the Liberal Party. So the Liberal Party holds all the power here and is very arrogant.

So the solution then it seems is for indigenous people to govern themselves, find out how to treat their own water somehow or move to the city. The local government could collect taxes from wealthy indigenous people to fund public works. Good luck with that.
