Was just taking a quick browse. Found an American one for a "temporary" welfare program, which was implemented back in 1996 (still active today).

If I recall correctly, there are other US freedoms which have been eroded over time (not sure whether these were brought in as "temporary"). As I remember learning it, before the cold war, the US government didn't have access to people's financial history (banking info), there weren't social security numbers, those sorts of things.
