Also, Medical tourism, even via the net is iffy. i think certain drugs you maybe can order online but not sure of the legality. Many Canadian Doctors are great, specialists are usually White too, dunno about dermatology. They would ask you to post pics online still/skype most likely, so same as you would get with a foreign Doctor. I'd ask around on your city reddit for recommendations of Doctors and amongst friends and family who might be able to give you the name of a good one. If you need a referral you can tell you're general doctor the name you want. The last name may help you to at least get a White doctor.
