In smaller BC towns, whomever issues the tickets (if they dare) someone, somewhere knows who that local Bylaw/ RCMP officer is. Who their friends are. Where they live. Where they shop, who knows them by previous friendly trade at the local Indy coffee shop, barber, gas station, hardware store etc. The mounting shame, mockery and glares at them, or possible refusal to serve them, has to get to a breaking point at some stage of continued escalating tyranny.
