Look for the legislation that health orders are being made under in your province and look for something like conscientious objection. I found this while reading section 64 of The Public Health Act, 1994 for Saskatchewan.

Make it a declaration, calling the government liars, who cannot be trusted, and we the people have to intention of complying with the lock down orders, I would definitely sign it.
