I have seen this Article 14 issue. I don't see how that would work. They are terms of service, so if Parler said they were going to bill you for their legal campaigns wouldn't you just stop using the site and no longer be bound by their terms? Not to mention the clause is probably not legally enforceable anyway apart from as a justification for cancelling your account.
