I guess if the majority of crime RCMP address are committed by negros and indians, it would probably seem to them that there is systemic racism.

But the only problem police have is that they are hired, trained and indoctrinated by police who were hired, trained and indoctrinated by police who were hired, trained and indoctrinated by police who "do things the police way" when dealing with the same shitty people over and over, often with risk to personal safety.

... and that is why it is difficult to both RECRUIT and RETAIN smart, honest people.
