He was smart enough to know he had to win the nomination of 1 of the 2 main parties. In canada, the parliamentary system essentially screws any outsiders. Lewis made a run at it, but Canada doesn't have a primary system unlike America. So any 'outsider' who wants to win has to win a shitty leadership race where everyone who votes in it has to be a member (money is a barrier of entry), and there's no campaign like a primary season where momentum can truly build from state to state.
