No. But here is a difference between what people should not do and what people are legally allowed to do.
There are lots of things people may say that they probably shouldn’t, including statements that may arbitrarily and needlessly hurt someone. That doesn’t mean such statements should be illegal.
If any limits are to be placed on speech they much be very limited and clear in scope, not capable of arbitrary enforcement and applied to everyone equally.
It’s the difference between what is permissive and restricted, what people may do compared to what’s illegal.
