One should remember that the POTUS is not an emperor, pharaoh or king, they cannot just will policy into enforceable law, even by 'executive action'.

The failures of these policies are not due to incompetency in the White House, rather the legions of un-elected bureaucrats in every federal dept have been at best non-compliant with the Trump administration and at worst, outright hostile.

The only activity these departments have been doing with any sort of passion is the constant attempt to unlawfully remove Trump from office.
