TL;DR, humans are a highly social species, and social species value group conformity above almost all else. When you're out in public, you're essentially among a group of strangers. And when something happens that requires action, most people reluctant to be the fist one to act because to do so is to break from the group and risk embarrassment if you're wrong. Once one person acts though, everyone else tends to follow.
