Look. Vehicles on ferries are parked close together. If there is some kind of disaster and the ferry takes on water and develops list, the cars will start to slide and trap people inside. Learned that when I took a ferry over the South Saskatchewan river and they told us to get out of the vehicle.

It's because of the fire hazard. Apparently car fires happen on ferries quite frequently:

Now imagine the entire crowd trying to escape through a couple of small doorways while the vehicle bay (packed with cars) is filling with smoke.
