The leading countries like The USA and England ordered early and, so, they will get the vaccines first and then start vaccinating their people early, by mid-December. Canada, on the other hand, will have to wait because Trudeau was too slow to order.

So now, to compensate for his lack of foresight, Trudeau placed big orders from all the leading vaccine manufacturers to push the story that Canada has ordered the most vaccines per capita. This story is to disguise Trudeau's utter failure in failing to order vaccines on time.
