If you treat a people like children they will become resentful and never gain responsibility. Aboriginals must solve their own problems and take responsibility for their own actions. If aboriginals want western-style water they need to raise their own funds then build it like white communities do. If they are happy with their traditional water supply that is also their decision. This white savoir approach has been a consistent failure.
